Client Snapshot: A large global business process management and analytics enterprise running a complex, multi-site IT estate — 63,000+ endpoints and 2,200+ servers — with Java historically bundled into applications by default and no dedicated enterprise agreement governing its use.
The Challenge
Oracle issued a Java compliance notice demanding $8 million, based on its post-2019 shift to an Employee-based licensing metric — under which any paid Java found anywhere in an estate can trigger a requirement to license every employee in the organization, regardless of actual usage.
With no formal enterprise Java agreement in place beyond click-through terms accepted at download, and Java quietly bundled into countless applications over the years, the client had no data of its own to challenge the number Oracle put in front of them — and no clear picture of what was actually deployed, where, or how it was being used.
Our Approach
Full-Estate Discovery & Compliance Testing
Rizen scanned 63,495 endpoints and 2,232 servers using discovery tooling and Rizen's proprietary analysis scripts, testing every Java installation against five compliance criteria: public vs. non-public versions, development vs. non-development use, use of commercial features, authorized use alongside other licensed Oracle programs, and Java bundled within COTS/OEM applications.
Every Agreement Decoded, a Negotiation Strategy Built
Rizen mapped the full stack of Oracle Java agreements — Technology Network License, Binary Code License, No-Fee Terms, and Java SE Universal Subscription — into a clear allowed/not-allowed matrix by version and use case, then built both an internal remediation plan and a structured, sequenced strategy for engaging Oracle.
The Results
An $8 million Java compliance demand was reduced to a defensible near-zero position. The assessment showed licensable Java present on under 1% of endpoints and 3% of servers once production usage was properly qualified — nowhere close to the estate-wide exposure implied by Oracle's notice.
